Annie came upon the steps while using Adaptive Threshold
While I was critiquing her work, I noticed it right away as having some real possibilities as far as Techniques go.
I tried it out with several images and, sure enough....
This one is the "BOMB"
First, I will give you the base formula.
***IT IS VERY STEP SPECIFIC SO STICK TO THE EXACT BASE
Until, of course, you are used to it.
(Always finish up an image, using your "ENHANCE" features. Even in "Step Specific" techniques, you can always add to images using Enhance)
BASE STEPS
EFFECTS/ADAPTIVE THRESHOLD 15X15,
COMPOSITE/BLEND,
COMPOSITE/MULTIPLY X2,
ENHANCE/BRIGHT=140,
DECORATE 1X1 BORDER
COMPOSITE=DIFFERENCE (ANY COLOR), FINISH UP WITH "ENHANCE",
"DECORATE" & "ANNOTATE"
And there you have it...
If you do not like the outcome, it is usually the color that you used in the "Decorate/Composite" step so just try another.
